A Historic Multilateral Memorandum of Understanding between Sri Lanka and South Korea

Nov 03, 2026 • News

A five-party multilateral Memorandum of Understanding (MoU) aimed at expanding education, skills development and employment opportunities was signed yesterday (2nd) at the Changwon Exhibition Convention Center in South Korea.

Besides the Ministry of Labour, the National Institute of Occupational Safety and Health (NIOSH Sri Lanka), the Gyeongsangnam-do Provincial Government, Changshin University and the Sacheon Chamber of Commerce and Industry are parties to the agreement.

The agreement will create special opportunities for Sri Lankan students in higher education, vocational training, industrial workforce development and permanent settlement in South Korea.

Deputy Minister of Labour Mahinda Jayasinghe led the Sri Lankan delegation. He was joined by Ministry of Labour Secretary S. M. Piyatissa and Duminda Jayalath, Director General of the National Institute of Occupational Safety and Health.

The Korean side was represented by Kim Seong-gyu, Director-General of the Education and Youth Bureau of Gyeongsangnam-do; Hwang Tae-bu, Chairman of the Sacheon Chamber of Commerce and Industry; and Lee Jae-hak, Director of the ANCHOR Project Group, on behalf of Changshin University.

Owing to the educational cooperation already established between Sri Lanka and Changshin University, Sri Lankan students have been able to secure educational opportunities in South Korea.

The new agreement further strengthens and expands those opportunities.

The signing of this agreement is a distinctive milestone in Sri Lanka’s efforts to expand international partnerships that link education, occupational safety, vocational skills and industrial development.

This cooperation is expected to create a broad foundation for future joint projects, institutional exchanges and structured education-to-employment pathways that benefit both Sri Lanka and the Republic of Korea.

By bringing together government, the education sector and industry, the agreement reflects a shared commitment to developing internationally skilled human resources, and further strengthens the long-standing friendship between the two countries.
